Penny was born and raised in New York City before heading to California to attend college at Mills College, then transferring to and graduating from Stanford University in 1955 with a BA in History.

Penny was born and raised in St. Paul, Minnesota. Soon after graduating from the University of Minnesota, she moved to San Francisco, where she met and married Robert R. Miller in 1955.
